Mr. Belard leads initiatives aimed at achieving efficient and effective Enterprise-wide productivity, develops & disseminates best practices, and establishes strategies for optimal operational excellence across both domestic & international markets.

Over the course of his 29-year career, Mr. Belard has worked on three continents, aggregating diverse experiences in policy analysis, management consulting, and program management, in both industry and government.

During his 19-year tenure at HJF, Mr. Belard has occupied several positions, the most recent of which were Chief of Operations for the largest of HJF’s four Portfolios, and Senior Director for Program Operations within HJF’s Executive Office.

Mr. Belard holds a bachelor’s degree in economics and a MBA from West Virginia University and has completed extension courses in Executive Leadership and Innovation Strategy from Cornell University.
